The master plan defines the college’s new Portsmouth Campus, which was relocated to a 35-acre site near the center of the City of Portsmouth and closer to the city’s underserved population. The new campus better serves the citizens and economic interests of Portsmouth and the South Hampton Roads region, and is an integral component of the college’s vision of becoming a national model of a strategic community college. The plan creates an easily accessible, pedestrian-friendly campus that is an anchor for a new business park and residential community in the newly named Victory section of the city.

The first phase of the plan, comprised of four new buildings, supports an on-campus regular session enrollment of 2,028 FTEs utilizing a contemporary quad arrangement of buildings and green spaces. Special attention was given to protecting existing stands of trees and vegetation. Multiple campus entry points, vehicular traffic routing, and 1,400 parking spaces occupy the perimeter of the campus property. The buildings provide classrooms and laboratories in support of academic programming, including science, computer, and industrial technology labs. All classrooms and labs are equipped with a full complement of audio/visual capabilities. The buildings also house student service functions, the campus library, faculty and administration offices, and other campus support spaces.
